When I setup a Load Balancer oracle associated a default set of ciphers.
When device with Windows CE connected to LB I receved error
Not supported RSA Key size 4096
When troubleshoot problem we identified that issue is with selected ciphers.
After creating new list of ciphers device with Windows CE was able to connect.
The issue was with Diffie-Helman cipher which was set with key 4096
